I was humbled by the request of North Dakota Senator, Senator Hoeven, to provide testimony to the Senate Committee on Indian Affairs, the need for more resources to help tribal nations public safety needs. I also met with North Dakota and South Dakota congressional leadership about our SWST detention facility and other public safety needs. The delegations have been collaborating to find the right approach to identify the funding needed for our needs and the needs for other tribes in other regions that are challenged with the same issues we have decommissioned detention facilities and other public safety needs. I also met with Congresswoman Kristi Noem, and other federal agencies such as Department of Justice and Bureau of Indian Affairs and continued working on our funding requests for a new detention facility. Included in my testimony, was strong support of Senator Hoevens proposed legislation called the SURVIVE Act Securing Urgent Resources Vital to Indian Victims Empowerment. If passed, this bill will provide more funding resources to tribes like ours that provide assistance to those that are victims of crime such as domestic violence, child neglect, and other types of criminal assaults that negatively impact a tribal members life. Mystic Island Cribbage' title='Mystic Island Cribbage' />Senator Hoeven also commented specifically about our tribes need for a new detention facility and is working with his colleagues to help us. I commend Senator Hoeven and his staff for sponsoring this important legislation and am thankful for his diligence to the treaty tribes of the Great Plains, and all tribes across the nation that need additional resources for victims of crime. Although I was invited to testify for the SURVIVE Act, I did recognize Senator Heitkamps efforts to protect our native women and children through a bill called the Savannas Act, in light of the Savanna Greywind murder. These two pieces of legislation are in conjunction with resolutions that came from the United Tribes of North Dakota as chairman of UTND, I am proud of our five tribes in North Dakota that contributed to coordinated efforts and highlighting our public safety needs. Last year, it was brought to my attention the hazards of poor and unfinished landscaping at the Long Hollow housing site. Unfortunately, weather hindered our ability to fix these hazards last year. This spring, I took two members of tribal council to the Long Hollow housing, Big Coulee councilman Alvah Quinn and Enemy Swim councilwoman Lois Owens, to show them the concerns of the members of the Long Hollow housing community, and to share with them my intentions to getting this fairly new housing site fixed and cleaned up. We were able to deploy our tribal department of transportation and roads department and finished the land scaping and fixed storm drains that were damaged and posed danger to small children. We also removed the house that was lost to a fire years ago. My intentions of pushing this project is to show our people we care about the environment they are living in and where their kids are playing. The Long Hollow housing site is a beautiful site with a beautiful view of the Red River Valley and I did not like seeing the hazards that hindered kids playing in a safe environment and tribal members living in an area that was unfinished and passed off as good enough with the work that has been completed we can now say that the Long Hollow housing site is a very nice site. I do not know why previous housing directors before Mr. Crawford did not spend the time and attention to this housing site and do their diligence to finish the project without making excuses. Rather, they passed it off as good enough and in my opinion, this was unacceptable. Poor living conditions contribute to poor behaviors and negatively impacts our society. It is my intention to get council to support housing and improve the living conditions of our housing sites especially sites that need better landscaping and improved lots. Clean and healthy living environments can and will contribute to better attitudes of our tenants and a renewed respect for our housing authority and tribal government and it shows our people we do care about how they live and want them to be proud of their rental units and take care of their living areas. I want to thank all those involved for cooperating and I want to thank tribal council for allowing this project to move forward. In addition to cleaning up and improving landscaping, this coming spring, we will be receiving new playground equipment for the youth in four housing sites Long Hollow, Barkers Hill, Peever Flats and Lake Traverse will be getting playground equipment and new basketball courts. The playground equipment will be similar to what was constructed at memorial park. Funding for these projects come from the tribe and grant funds from Shakopee. Please look for pictures in the Sota of the improvements made at Long Hollow. Other projects that have been recently completed is the road improvements in the Heipa district. BIA route 1. 5 is now paved from Veblen to the Heipa district center. I want to thank our SWST DOT director Cliff Eberhart for his oversight of this project. I want to thank the Toka Nuwan oyate for inviting me to their district meeting and offering me a chance to answer questions and address any misunderstandings and correct bad information that gets distributed via disgruntled tribal members. I want to thank the Toka Nuwan district officers, especially chairman Hislaw, for his patience and conducting a good meeting while I was present. Enemy Swim had some great questions and fair comments I was thankful for all of the questions and comments and appreciate the opportunity to answer questions. This Tuesday we will honor one of our modern day Dakota warriors, Kurt Blue. Dog. I am very humbled to facilitate this honoring and look forward to a great turn out for a great modern day warrior. Upcoming projects we are working on is developing a master plan for a new Dakota Connection. Preliminary discussions have included new casino, hotel, truck stopplaza and other attractions that will bring in tourism dollars but more importantly create more jobs. The tribe is continuously challenged with creating more employment opportunities and generating revenue and the plan is to maximize our capabilities at Dakota Connection so that we can bring in more revenue to help sustain good paying jobs and build our local economy. I am looking forward to the upcoming Veterans Wacipi and other cultural gatherings happening this month. Aho Dave Flute, Chairman.
